To further improve the technical standard system for green buildings in Chongqing, to put forward a technology application route suitable for the development of green buildings in Chongqing, to carry out research on green building legislation and to propose a strategy for green building development in Chongqing through “the study on technical standard system for green buildings in Chongqing” and “the study on management measures for green buildings in Chongqing”, so as to provide reference advices for the establishment of the green building management system of Chongqing.

With low energy efficient and high energy saving potential, the public buildings are considered as one of the most important energy saving objective by the government and the community. In 2005, the Ministry of Construction published the National Standard Design Standard for Energy Efficiency of Public Buildings (GB50189-­‐2005) ; since then, this standard has been playing very important role in the energy efficiency work of China via systemically restricting the design of the public buildings. To date, the building industry and market have been developed rapidly, a number of new techniques and facilities with high efficient have come into using. This situation requires the technical standards must be updated in time to supply enough provisions and information to the industry for its continuable development. The amendment of the National Standard Design Standard for Energy Efficiency of Public Buildings (GB50189-­‐2005) has been listed in the Plan of 2012 National Project Construction Standards Compiling and Amendment by MOHURD. CABR takes charge in the amendment. This project has investegated and survey the comliance of the standard in the past 7 years, figure out the problem and flaws for the current implementation, proposed a seriers of fundemental research to support the revision of the National Standard.

Based on the background, this project is to study China current building market status and promote a series of policies to enhance existing building green retrofit. From the point of view of current situation and development of existing buildings in China, the project will carry out research on development, technical measures and industry form, analyze the relationship of existing building retrofit and green employment along with the key issues of industry chain, make analysis of specific implementation of investment and financing mechanism in the existing building green retrofit field and put forward mechanism and suggestion to promote existing building green retrofit.

This project analyzed the causes of building demolition, identified the existing problems in management level and the approval process, and also surveyed the advanced experience in building demolition management of other countries with the intention to provide solid and sound suggestions in the strict management of building demolition in China.

Base on successful results of the pilot of “Zaishuiyifang” in Qinhuangdao in Hebei province, the first passive housing in China,the project has been researched the feasibility of passive residential housing in China.
