The Director, Strategy and Planning is responsible for data analysis support including modeling & data management, strategy development and budget allocation, and thematic knowledge synthesizing and strategic advising.      


Strategy Development and Budget Allocation

  • Support the VP, Strategy and Planning to develop organizational strategies that are in alignment with   vision; provide input to taskforce and program strategies;
  • Proactively identify opportunities for new concepts, working with grantees and/or consultants to set up agenda for discussion on strategy and incubate new concepts;
  • Support the VP, Strategy and Planning on annual program/taskforce budget allocation, proposing annual budget by programs and taskforces with clear prioritization in line with organizational strategies;

Modeling & Data Management

  • Propose research agenda for EF China to frame the needs for thematic analysis and data in a view to link analysis, data and policy debates;
  • Design and establish a modeling and data platform from scratch for the field
  • Develop the protocol for data collections and sharing;
  • Collect datafrom EF China’s programs, grantees and related institutes;
  • Maintain the database and platform with regular updates and reviews;
  • Conduct comprehensive analysis and synthesize key findings and insights to support strategy development


Synthesizing and Strategic Advising

  • Synthesize key findings from EF China’s program work and analysis generated by the modeling platform;
  • Compose policy notes and provide strategic advices to decision makers;
  • Provide guidance for grantees to generate high quality reports, including research direction, storyline and outline;
  • Coordinate with programs and taskforcesto generate reports or concept notes;
  • Share knowledge, key findings and insights with other colleagues.

General Management

  • Provide managerial supervision and demonstrate leadership on talent selection, on-the-job coaching, training, professional development and performance management to team members;
  • Foster team spirit and a learning atmosphere within the team;
  • Undertake additional tasks and responsibilities as assigned by the President and VP, Strategy and Planning;
  • Back up other colleagues as needed.

  • Education: Doctor’s degree or equivalent, preferably in a related field: environment, energy, climate change, and economics.
  • Working Experience: About 10 years of related working and/or research experiences. Deep interest in economics, climate change, environmental management, energy. Experiences in data analysis, modeling, and linking researches with strategies and policy debates preferred.
  • Language Level: Chinese native speaker; excellent command of spoken and written English, communicates in English effectively in public, with deep understandings on western cultures.
  • Communication Skills: communicates logically and articulates key messages/points with clear structure, listens actively, is able to sense and take care of audience’s emotion and unspoken views, finds interactions for all parties to achieve win-win and presents audience’s benefits clearly, synthesizes different views to develop integrated messages.
  • Problem Solving: is able to define and prioritizes key issues, makes analysis with logical reasoning, utilizes and synergizes various resources to summarize and find solutions, determine the best solution in a holistic approach.
  • Strategic Thinking: ability to understand the field landscape and is able to anticipate the future scenarios with big-picture thinking, be able to prioritize and make trade offs based on possible resources.
  • Team Leadership: is able to set up team and assign work effectively, motivate team members and treat team members with fairness, provide timely constructive criticism to team members and supports them for the long-term career development.
