SUMMARY

The Strategist, International Climate Affairs is responsible to support President on all climate change related international affairs at EF China. It includes conducting research, developing policy notes, formulating integrated strategies at the office level and coordinating with all programs on implementation, keeping effective communications with funders, and managing partners and grants/projects.

 

ESSENTIAL DUTIES & RESPONSIBILITIES

Research and Synthesis

  • Synthesize the suggestions from local and international experts and organizations in the field, develop and deliver the high-level policy notes to policy makers, through the platform of CCICED and other venues;
  • Conduct research and landscape study on international climate affairs, including issues on UNFCCC, G20, and important bilateral climate relations e.g., China – US, China – Europe, and etc;
  • Write speeches, presentations and talking points for the President and key VIPs, communicating the insights and recommendations at all kinds of meetings, workshops and conferences;  
  • Develop communications materials related to international climate affairs, including press releases, opinion pieces, blogs and we-chat articles, and etc.

 

Integrated Strategy Development and Implementation

  • Formulate integrated strategies on international climate affairs for EF China, review and refresh strategies on a regular basis according to the field trend;
  • Develop logic model and propose budget with clear prioritization in line with the international climate affairs strategies;
  • Coordinate with all programs to implement the international climate affairs strategies;
  • Provide advice to other programs, channeling the sectorial and local work to the international domain, and provide support on the related activities;
  • Work closely with Communications team to effectively communicate the international climate affairs related messages to various stakeholders.

 

Funder Communications

  • Cultivate existing funders and new funders by proactively communicating strategies through concept notes and proposals, aiming to reach agreements in mutually beneficial ways;
  • Develop regular reports to update funders on progress in related grants and activities and actively seek feedback. Proactively communicate changes in strategic direction or changes in agreed upon goals and objectives;
  • Engage funders and potential funders with materials to support engagement such as newsletters, policy analysis, partner updates and invitations to conferences/workshops and study tours

Partners and Grants Management

  • Convene stakeholders, organize all kinds of dialogues to facilitate communications among stakeholders, through meetings, workshops and conferences;
  • Identify and select grantees/partners, design project plans with grantees/partners to assure project goals and deliverables are in line with EF China goals and strategies;
  • Oversee grant making process, review and approve grants applications, monitor project progress to ensure desirable deliverables and outcomes, and conduct grant evaluations for future improvement.

General Management

  • Prepare reporting materials, such as the regular updates, reports and work plan to the board and regulators;
  • Provide managerial supervision and demonstrate leadership on talent selection, on-the-job coaching, training, professional development and performance management to team members;
  • Foster team spirit and a learning atmosphere within the team;
  • Undertake additional tasks and responsibilities as assigned by the President;
  • Back up other colleagues as needed.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

  • Education: Master’s degree or equivalent, preferably in a related field: international affairs, public policies, diplomacy, international cooperation in environment, energy, climate change, and economics; Deep interest in climate change and energy.
  • Working Experience: About 8-15 years of related working experience; Experiences in global climate/energy governance and climate change preferred.
  • Language Level: Chinese native speaker; excellent command of spoken and written English, communicates in English effectively in public, with deep understandings on western cultures.
  • Writing Skills: able to write high-level policy note in both English and Chinese.
  • Strategic Thinking – an independent thinker with integrated view, able to understand the different areas of climate/energy related issues and the field landscape, and anticipate the future scenarios with big-picture thinking, be able to prioritize and make trade offs based on possible resources.
  • Communication and Coordination Skills – communicates logically and articulates key messages/points with clear structure, listens actively, is able to sense and take care of audience’s emotion and unspoken views, finds interactions for all parties to achieve win-win and presents audience’s benefits clearly, synthesizes different views to develop integrated messages.
  • Problem Solving – is able to define and prioritizes key issues, makes analysis with logical reasoning, utilizes and synergizes various resources to summarize and find solutions, determine the best solution in a holistic approach.
  • Networking – ability to develop new alliances and formal networks, mobilize external resources and foster the relationships with key stakeholders to achieve long-term mutual interest.
