Institute of Economic System and Management

The Institute of Economic System and Management (IESM) is an affiliated think tank of the National Development and Reform Commission (NDRC) specializing in economic, institutional, and administrative reforms.

IESM is a major player in China’s electricity sector regulatory reforms.  IESM (1) provided recommendations to the State Council regarding establishing an independent regulatory agency for the power sector; (2) helped design the institutional structure of the new State Electricity Regulatory Commission (SERC) and continues to assist SERC with establishing its agency powers, rules, and regulations, (3) provides training to SERC’s regional offices; and (3) helps SERC draft regulatory rules that encourage clean energy generation and demand-side management.
