Solving China's Energy Challenge

China's leadership grasps the seriousness of its energy challenge. Encouragingly, energy efficiency is national policy in China, and has been for thirty years. However, China's energy challenge is daunting. Without strong government intervention, China's energy sector will become dominated by the cheapest resources—coal and oil—which are cheap only to the extent that public health and environmental costs are ignored.
