The China Sustainable Energy Program held its 14th Annual Senior Policy Advisory Council Meeting (PAC) on November 18th in Beijing. The meeting brought together senior Chinese policy makers and advisors, EF board members, funders, experts from the ClimateWorks Best Practice Network, senior grantee representatives, and CSEP staff to discuss this year’s theme of “China’s Green Economic Transition”.
Mr. Colburn S. Wilbur, Chair of the Senior Policy Advisory Council and Trustee of The David and Lucile Packard Foundation, chaired the meeting. Mr. Wilbur started the 14th PAC meeting with an introduction of new PAC members: Mr. Jiang Zhenghua, Vice Chairman of the 10th National People’s Congress; Mr. Xie Zhenhua, Vice Chairman of the National Development and Reform Commission; and Mr. Su Bo, Vice Minister of the Ministry of Industry and Information Technology.
Mr. Jiang Zhenghua delivered the keynote speech on the critical steps that China ought to take to ensure a green and low-carbon future. Wu Yin, Vice Minister of the State Energy Administration gave a speech on the goals and measures in the energy consumption cap in the 12th Five-Year Plan, and Mr. Wang Guangtao, Chairman of the Environmental Protection and Resources Conservation Committee, National People’s Congress, delivered a speech on renewable energy utilization.
Topics and policy recommendations ranged from renewable energy, green building development targets and roadmaps, and recent green actions in California that could serve as a model for China, to electric vehicle development, sustainable urban planning principles and implementation of low-carbon cities. This meeting of top-leaders generated productive discussion, practical policy recommendations and ideas for local implementation.
