The Energy Foundation and Beijing Environmental Protection Bureau Enhance Cooperation to Promote Blue Skies Over Beijing 

 

April 3rd, 2013. The Beijing Municipal Environmental Protection Bureau (Beijing EPB) and the Energy Foundation signed a Memorandum of Understanding for further cooperation to respond to the city's severe air pollution challenges. The two parties have agreed to promote policy development and implementation to improve air quality in Beijing. Activities will include policy research and implementation support, capacity building, and international exchange activities. Mr. Chen Tian, Director of Beijing EPB, and Yuan Wei, chief representative of the Energy Foundation Beijing office, attended the signing ceremony and signed the MoU on behalf of the two parties.

The MoU frames the key areas and mechanics of cooperation from 2013 to 2015. The key areas of cooperation include comprehensive improvement of air quality policy; the prevention and control of air pollution from mobile sources; air pollutants emission reduction in the industrial manufacturing, energy, building, and other industries; the joint prevention and control of air pollution in the Beijing-Tianjin-Hebei area; as well as the exchange of knowledge and sharing of experiences through the Clean Air Alliance of China, an Energy Foundation-initiated knowledge-exchange platform.

The Energy Foundation and the Beijing EPB have worked together for many years, building a solid foundation for cooperation. Past cooperation has focused on the drafting of the Beijing Air Pollution Control Regulation, as well as policy research and exchange related to emission permits, total pollutant control, and best practices, all of which have contributed to the development and implementation of Beijing air pollution prevention and control policies and plans.
