Energy Foundation China holds 13th Dialogue Partners' Meeting
 

June 29th, 2013—The Energy Foundation China convened its 13th Dialogue Partners' Meeting. This session lasted one day, and had greater participation than any of the previous sessions. The meeting was attended by 24 members of the Dialogue Partners' Group from many respected organizations, such as the National Development and Reform Commission (NDRC), the Energy Board, the Ministry of Science and Technology, the Ministry of Environmental Protection, the Ministry of Transport, the Ministry of Housing and Urban-Rural Development, the State Council Development Research Centre, the National Standardization Management Committee and Tsinghua University. In addition, 3 distinguished invited speakers, 3 board members of China Energy Foundation and over 70 Foundation staff members attended the meeting.

During the morning session, the opening speech was delivered by Mr. Jiang Lin, the Senior Vice President of Energy Foundation and the Director of Energy Foundation China, and Mr. Li Haiyan, the Inspector of the Foreign Affairs Department of the NDRC. The Executive Director of Energy Foundation China and the Chief Representative of the Beijing Office, Mr. Yuan Wei, delivered a speech entitled Status Update on Energy Foundation's Work. Mr. Yuan first introduced the new member of the Policy Advisory Committee of the Energy Foundation China: Mr. Xie Kechang, the Vice President of the Chinese Academy of Engineering, and the two new members of the Dialogue Partners' Group: Mr. Shi Lishan, the Vice Department Chief of the New Energy Sources Department of the Energy Board, and Mr. Lu Xiulu, the Vice Director of the Development and Reform Commission in Guangdong Province. Mr. Yuan then introduced the key focus of the works of the Energy Foundation China for 2013, explaining in great detail the 5 strategic areas, regional projects in Guandong and Shanghai, cross sector projects i.e. the re-inventing fire project in China and the air quality project in Beijing, Tianjin and Hebei area.

Three themed presentations took place during the morning session. Mr. Wang Zongqing, the Vice President of Energy Research Institute of the NDRC and the Director General of State New Energy Centre delivered Status Update on the 2050 Renewable Energy Development. Mr. Li Aixian, the Vice President of China Standards Design Institute, then followed with an excellent presentation entitled The Current Status and Future Development of Energy Efficiency Standards. The associate dean of Shenzhen Institute of Building Research, Mr. Liu Junyue, then shared with the audience his presentation Energy Saving in Construction by Carbon Trading in Shenzhen - Practices and Exploration.

The afternoon session was dedicated to discussing the two most challenging topics currently facing China's energy industry. The first such topic was Coal Cap, where the discussion was facilitated by Mr. Zhou Dadi, the Vice President of China Energy Research Society, and former president of the Energy Research Institute (ERI) of the NDRC. The introductory speech was delivered by Mr. Wang Wanxin, the Director of the Utility Board of Energy Foundation China. The second topic was Air Quality Project in Beijing, Tianjin and Hebei. The facilitator of the discussion was Mr. Yang Chaofei, the former Nuclear Security Chief Engineer at the Ministry of Environmental Protection. Mr. Zhao Lijian, the Director of the Environmental Program of the Energy Foundation China, made the introductory speech. These two discussions sparked off vigorous and enthusiastic debates, with the participants contributing personal views and opinions in order to achieve innovative and new ways forward.

The concluding speech was delivered by Mr. Bai Rongchun, the former Director-General of the Energy Bureau of the NDRC. According to Mr. Bai, the meeting was a great success, with the levels of participation, presentations and policy recommendations all reaching new heights of excellence. Mr. Bai also expressed even higher hopes and demands for the work of the Energy Foundation. While fully acknowledging the close relationship with and importance of the large projects by the Energy Foundation regarding problems of national importance, Mr. Bai emphasized the necessity for strengthening the management and the evaluation of such large projects, as well as ensuring their high quality and their influence on the policymakers.

This year's session of the Dialogue Partners' Meeting generated productive and intensive discussions of the current energy sources issues and challenges. The success of the meeting lies in the provision of important guidance and practical recommendations for the formulation and implementation of a future work plan for the Energy Foundation China.
