The Vehicle Emission Control Center, a think tank affiliated to the Ministry of Ecology and Environment, issued this report in 2018 with support from Energy Foundation China. It designs a management system for non-road mobile emissions. Based on different realities on the ground, this report also presents various solutions to local governments, as they plan low-emissions areas.
