Nine major regions around the world have implemented or proposed various fuel economy and greenhouse gas (GHG) emissions standards. Yet, these standards are not easily comparable, due to differences in policy approaches, test drive cycles, and units of measurement. This paper, prepared for the Pew Center on Global Climate Change by Feng An and Amanda Sauer, develops a methodology to compare their relative stringency. It can be downloaded here. (December 2004)
