This is the final report of a low-carbon development paths research project conducted by the Shanghai Academy of Environmental Sciences in 2003. The project employed a Long-Range Energy Alternatives Planning (LEAP) model to analyze and quantify the reductions in CO2 emissions, improvements in local air quality, and extraordinary environmental and health benefits that would result from implementing policies improving energy efficiency, increasing the use of low-carbon energy sources, and strengthening end-pipe treatment in Shanghai.
