Guidelines for Low-Carbon Eco-City Planning and Construction in the Guangdong Province

The guideline, released by Guangdong’s City Planning Association in January 2018, gives planning and design guidance for five macro-systems of low carbon development at the city level, and for six spatial elements at the district and community levels. It also proposes seven management recommendations for low carbon eco-districts. The guideline summarizes an effective method to implement low-carbon ecological development concepts in all cities of the Guangdong Province. It was drafted by LAY-OUT Planning Consultants, with support from the Housing and Urban-Rural Commission of the Guangdong Province and Energy Foundation China.

Policy and Implementation of the Construction Waste Recycling and Reutilization System

The report provides policy recommendations for management, technical standards, industrial support, and organizational coordination for the recycling and reuse of construction waste, and proposes an implementation roadmap by 2020. Based on the analysis, researchers also compile a draft action plan for policymakers at the Ministry of Housing and Urban-Rural Development to promote construction waste recycling and reutilization. This research was supported by Energy Foundation China and conducted by the China Architecture Design Group, the National Committee of Construction Waste Management and Recycling, and the Beijing University of Civil Engineering and Architecture in January 2018.

With the support of Energy Foundation China, the China Association of Environmental Protection Industry carried out a research project to promote environmental technologies in the country. Researchers analyzed problems in how environmental technologies are currently promoted, and then offered suggestions for future improvement.

Green Transportation and Low Carbon City Financing

This report reviews the current status of China's urban green transport financing, analyzes possible problems, and introduces domestic and international experiences. It also explores how municipal governments can help launch sustainable investment and financing of green transportation by installing optimal institutional settings, transaction structure, and implementation procedures. The innovative model of investment and financing proposed in this report is a potential alternative to the traditional model that cannot satisfy the huge investment demand of green transportation in Chinese cities. The research was supported by the Bloomberg Philanthropies, and released by Energy Foundation China and the Beijing Chaoyang Yuheng Sustainable Transportation Research Center in December 2017.
