Grants Manager

Location: San Francisco, or Remote within the U.S. (Pacific Standard Time Zone)


EF China’s grantmaking has, until recently, been managed by the United States Energy Foundation’s grantmaking team. The new Grants Manager will join the Director of Grants Management to build the grants management function within EF China, working together to tailor the policies, procedures, systems, and processes to the needs of grantmaking in China while remaining attentive to the compliance needs of U.S. laws and regulations.

EF China’s main office is located in Beijing, China. The United States Energy Foundation office in San Francisco, CA provides EF China with administrative support. The position can be based at EF China’s San Francisco office or remote within the United States, but must be in the PST zone or Alaska or Hawaii time zone.


EF China seeks a Grants Manager, who is able to read Chinese,  to serve as an essential liaison between the Beijing office and the U.S. grants team. This individual will lead the day-to-day grants administration, perform due diligence checks, ensuring compliance with U.S. and Chinese laws and regulations, and working closely with program staff.  This role reports to EF China’s Director of Grants Management, based in the U.S. and is a member of the EF China operations team.

The Grants Manager will play an important role in ensuring the integrity of the Grants Database System (currently Fluxx).  This involves updating records, maintaining clear documentation, and working with IT, the Director of Grants Management, and Fluxx support to fix issues and implement changes to enhance user experience. The Grants Manager may also train users of the database and provide technical support.

As a newly formed unit, the Grants Manager will have the opportunity to work closely with the Director of Grants Management to help shape an evolving grants function, optimizing processes and policies to adapt grantmaking to the China market, and to develop materials and facilitate trainings to support understanding and full adoption by colleagues in the EF China office.

The position is highly collaborative and involves working closely with program staff in China to secure all necessary information from the grantees, with the finance teams in both the U.S. and China to ensure timely payment, as well as with legal, communications, and fundraising staff.


  • Serve as the liaison between the U.S. grants team and the Beijing office, this requires communications across time zones.
  • Maintain the Grants Management System Fluxx, ensuring the accuracy and organization of records, updating records, and working with IT, the Director of Grants Management, and Fluxx support to problem-solve and implement changes to the system.
  • Support Fluxx users with training and technical support. Additionally, support trainings related to grantmaking and contracting.
  • Ensure that proposals, grant agreements, and consulting contracts move expeditiously through the review process, focusing on timeliness, quality, and consistency of grants processing.
  • Review all grant applications, partnering closely with program staff to address and resolve open issues.
  • Ensure that all required documents are received, and if applicable, signed, and stamped.
  • Perform a due diligence check to ensure compliance with internal policies as well as Chinese and U.S. regulations. Some documents are in Chinese so the ability to read Chinese is important.
  • Prepare grant documents for signature, work with finance teams to secure payments, and help track the status of all grants.
  • Review and approve interim reports, final reports, and grant evaluations, and close out grants.
  • Process amendments and refunds.
  • Administer contracts for Foundation Initiated Projects (FIPs).
  • Support grants reporting and data requests by running customized reports as-needed.


The ideal candidate is someone with strong grants management experience who can work independently and cross culturally, across time zones. They lead through influence and thrive in an autonomous role in a cross-cultural environment, bringing emotional maturity and cultural sensitivity to skillfully navigate ambiguity and uncertainty to achieve positive outcomes. Given the remote nature of the relationships, this individual will need to be highly skilled at time management and managing expectations.

Candidates should have a practical understanding of 501(c)(3) nonprofit organizations and how public charities are regulated in the United States – particularly grant-making and grant-receiving organizations – and be able to adapt these policies into EF China’s operations. The Grants Manager must have the ability to maintain data within a database and to produce high-quality reports. Keen attention to detail and accuracy are imperative.

Chinese-language skillsare strongly preferred for this role.

The Ideal Candidate will have:

  • Bachelor’s degree or equivalent experience
  • Eight or more years of grants management experience
  • Experience working in a compliance role is a plus
  • Understanding of the U.S. non-profit field and international grantmaking, including an understating of IRS requirements and regulations for public charities and private foundations
  • Strong attention to detail
  • Excellent project management skills with a demonstrated ability to meet deadlines, handle, and prioritize simultaneous requests
  • Comfortable with technology including technical expertise working with databases (experience with the grants management system Fluxx preferred)
  • Excellent interpersonal skills that allow for effective relationships in a diverse environment as well as the ability to communicate logically and articulate key messages/points and effectively listen to other points of view.
  • Proven ability to produce high-quality reports of data or related grants information, and to maintain data within a database.
  • Strong problem-solving skills, with the ability to think critically and analytically e.g. ability to define and prioritize key issues, use logical reasoning to propose possible solutions, and resolve complicated issues independently.

This position requires occasional domestic and international travel.
