SUMMARY

Manager,Human Resources and Office Administrationis responsible for supporting the Director, Human Resources and Office Administration (the “Director”) to manage day-to-day human resources and administrative work of Energy Foundation China (hereafter “EFC”).

ESSENTIAL DUTIES & RESPONSIBILITIES

a. Human Resources

1. Recruitment

  • Develop and update job descriptions for all positions according to the organization’s needs;
  • Explore and manage recruitment channels and resources, and actively source qualified candidates through a variety of approaches;
  • Conduct interviews with candidates based on the needs of the hiring manager, using appropriate interviewing techniques and methods, managing the interview process for all positions;
  • Oversee the on-boarding process for new hires and ensure the success of New Hire Orientation.

2. HR policy and procedures

  • Support the Director to develop and update HR policies, procedures and processes that adhere to Chinese Labor Law and are in alignment with organizational culture, vision, and values;
  • Monitor the staff compliance of HR-related policies, and keep communicating with staff, answer questions as needed;
  • Provide suggestions for HR policies and procedures, based on observation and experience.

3. Compensation and benefits

  • Assist the Director to design and manage the compensation and benefit scheme to ensure competitive talent acquisition and retention strategy;
  • Communicate with staff on benefits plan and answer the questions along the way.

4. Performance Management

  • Support the Director to refine and review the performance development system, aiming to enhance the staff performance in achieving the goals of both individuals and the organization;
  • Drive annual performance review process.

5. Training and Talent Development

  • Assess organizational needs for talent development and develop training plan accordingly;
  • Identify and coordinate with field experts or training vendors to deliver the effective training to staff;
  • Provide suggestions on people development for the organization, based on the working experience and understanding of the organization.

b. Office Administration

  • Manage all-rounded general administration service including reception, mailing, housekeeping, travel, etc;
  • Develop and implement administrative policies and procedures and keep reviewing and updating if necessary;
  • Responsible for planning, organizing, and managing office facilities, office renovation, relocation projects, and lease renewal for office premises;
  • Responsible for the cleanliness of the entire office, especially at the front desk and the public areas;
  • Oversee the procurement and tendering process of office supplies, monitor the service quality and evaluate the vendors regularly, ensure the office is stocked with necessary supplies and all facilities are working and properly maintained;
  • Interface with service vendors to ensure quality service delivery and reasonable cost control level;
  • Lead administration team to provide logistics support on office events and functions such as funder tours, anniversaries, office retreats, etc.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES 

  • Education: Bachelor’s degree in Human Resources, Business Administration, English or other related majors.
  • Working experience:minimum 8 years of human resources and administration experience, including 2 years of supervisor or manager experience. Experience in NGO is preferred.
  • Language level:proficiency in written and spoken English and Chinese.
  • Process management: the ability to design and manage operation processes, and communicate with related stakeholders clearly and effectively.
  • Communication:ability to communicate logically and articulate key messages/points with a clear structure and fact-based supporting arguments, listen actively to the audience’s purpose and communicate effectively in public.
  • Problem-solving: ability to define the key issues when facing problems, make analyses with logical thinking, propose possible solutions and resolve issues independently.
  • Service orientation: delicate to meet the expectations and requirements of other colleagues in line with organization goals, understand others’ needs with empathy, show consideration, act with a can-do attitude and go the extra mile in providing services to others.
