Jie LI

Vice President, Programs

Dr. Jie Li is the Vice President, Programs (VPP) of Energy Foundation China (EF China). In this position she leads the organization’s strategy implementation, guides individual programs and cross-program task forces to develop spending plans, oversees grant making processes, and advises the monitoring, reporting, and evaluation of project implementation to ensure quality. As a member of the foundation’s management team, Jie also provides inputs to such processes as strategy formulation, budget allocation, and fundraising etc.

Prior to taking the position of VPP at EF China in January 2021, she joined the World Bank as a Young Professional. At the World Bank she worked as a Senior Climate Change Specialist in the Urban Development and Disaster Risk Management Unit of Latin America and Caribbean Region and in the Climate Change, Energy, and Environment units of South Asia Region. She holds a Ph.D. in Public Policy from Woodrow Wilson School of Public and International Affairs at Princeton University, and a M.S. in Atmospheric Physics and Environment and a B.S. in Atmospheric Sciences from Peking University. With a combined background of atmospheric sciences and public policy, she has been working on research and project management across broad topics including climate change, energy, air pollution management, and disaster risk management.
