SUMMARY
Vice President & Chief Operating Officer (COO), reporting to the CEO & President, is responsible for establishing an efficient and effective operation that will allow Energy Foundation China to operate at a high level and fulfill its mission. Serving as a managementteammember, the COO will support the CEO & President to formulate the organizational strategy, set operations priorities, optimize organization structure, and foster the collaborative culture. He/she will establish operations systems, mechanisms, procedures, and policies, and will oversee back-office functions in both China and U.S, including Finance, Human Resources, Administration, and Information Technology, to ensure compliance and effective support to the organizational strategy. He/she will also support board-related matters.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Oversee the organization development, provide leadership in establishing and implementing organization-wide priorities from an operation perspective, and ensure a unified understanding of and progress toward those goals and priorities;
- Develop strategy and put in place systems, mechanisms, procedures, policies, and management standards to advance organizational strategy and operational priorities;
- Strategize, develop, and implement efforts to foster an environment of accountability and collaboration, promote and exemplify the Operating Philosophy;
- Serve as a hub of internal sharing of management information and communication, grow and maintain robust and consistent systems for staff sharing and communication, and effectively communicate management decisions and priorities;
- Oversee day-to-day operation, including Finance, Human Resources, Administration, and Information Technology, coordinating and building alignment across the functions, ensuring compliance while continuously enhancing operational efficiency;
- Lead, launch, and/or coordinate special projects and office-wide events, frequently engaging with staff across the organization;
- Manage organizational compliance, oversee government reporting processes, support CEO & President to build up a strong relationship with government supervisory agencies;
- Support board-related matters, taking the role as Treasurer to support board audit committee, preparing documents for board meetings as appropriate;
- Provide managerial supervision on talent selection, on-the-job coaching, training, professional development, and performance management to team members;
- Lead to develop and implement the system, mechanism, and rules of enforcing disciplines and COI management;
- Foster team spirit and a learning atmosphere within the team and the organization;
- Undertake additional tasks and responsibilities as assigned by CEO & President;
- Back up other colleagues as needed.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES
- Education: MBA or similar advanced degree highly desired.
- Working Experience: Over 15 years of related working experience including significant general management experience with a full range of business functions and systems. Demonstrated executive-level experience in strategic decision-making, leadership, and operational management preferably in a complex, mission-driven organization. Experience in NGO and international operations is a plus.
- Personal Characteristics: Good listener, excellent and persuasive communicator, passionate for improving the environment, self-reliant, results-oriented, collaborative problem solver, fair.
- Language Level: Chinese native speaker; excellent command of spoken and written English, communicates in English effectively in public, with a deep understandingof western cultures.
