SUMMARY:

The Program Compliance Manager ensures that all programmatic activities adhere to relevant regulatory frameworks, internal policies, and requirements. Under the supervision of the Chief Operating Officer (COO), this role collaborates closely with program teams, legal, finance, and external stakeholders to manage risks, enhance operational efficiency, and uphold the integrity of EFC’s initiatives. The ideal candidate should possess a strong background in program management and compliance within the NGO sector.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Regulatory Compliance

  • Manage routine and non-routine regulatory compliance processes, including annual work plans and reports.
  • Serve as EFC’s primary liaison with regulatory bodies such as the National Development and Reform Commission (NDRC) and the Beijing Public Security Bureau (BJPSB), staying updated on legal and policy developments.
  • Address compliance-related inquiries, investigations, and violations in a timely and efficient manner.
  • Identify potential compliance risks and vulnerabilities, providing actionable recommendations for resolution.
  • Collaborate with internal departments to ensure regulatory compliance across all operations.

Foundation-Initiated Projects (FIP) Compliance

  • Review and optimize Foundation-Initiated Projects (FIP) policies, guidelines, and workflow, balancing regulatory requirements with operational efficiency.
  • Work closely with legal and finance team, monitor and review FIP implementation to ensure program compliance.
  • Assess FIP applications in a timely manner, offering recommendations to program teams and senior management.
  • Address project-related inquiries in an efficient and professional manner.

General Management & Compliance Training

  • Maintain and update compliance documentation, ensuring proper record-keeping and reporting.
  • Support the development of risk management strategies to enhance organizational accountability and transparency.
  • Conduct orientation and compliance training for employees to foster awareness and policy adherence.
  • Assist in organizing office-wide events as needed.
  • Perform additional tasks and responsibilities assigned by the COO.
  • Provide backup support to colleagues when necessary.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES:

  • Education: Master’s degree in law, public relations, management, finance, or a related field.
  • Experience: Minimum 8 years of relevant work experience, preferably in NGO compliance or regulatory affairs.
  • Language Skills: Strong proficiency in both written and spoken English and Chinese.
  • Process Management: Ability to design and manage financial and compliance-related processes, clearly communicating with stakeholders.
  • Communication: Strong ability to articulate key messages logically, actively listen, and effectively communicate in public settings.
  • Problem-Solving: Analytical mindset to identify key issues, propose solutions, and resolve challenges independently.
  • Service Orientation: A commitment to organizational goals and stakeholder needs, demonstrated with a proactive, can-do attitude.
