Evaluation System on Heat Metering and Energy Efficiency Retrofit of Existing Residential Buildings in Northern China for the 12th Five-year Period

During the period of “the 11th Five-Year Plan”, according to the state council about print and distribute circular of energy saving and emission reduction comprehensive working scheme (Guo Fa [2007] No. 15), the ministry of housing and urban-rural development and the ministry of finance in the northern heating areas in China was carried out heat metering and energy efficiency of existing residential buildings work, and determined retrofit task of 150 million square meters in this period. In “the 11th Five-Year Plan” period, heat metering and energy efficiency retrofit work of heating areas existing residential building in northern achieves good results and a strong demonstration effect. To meet the people's livelihood needs in the northern heating areas, all parts of the provinces (regions and cities) directly increases remake work, remake demand constantly improves.

To achieve the target in “the 12th Five-Year Plan” period, ensure quality and reasonable utilization of resources, publish valid evaluation system and acceptation method as soon as possible and implement National Scheme to Facing Climate Change, Construction Energy Saving Center of Tianjin University sums up experience, practices and lessons of retrofit projects during “the 11th Five-Year Plan” period and builds an examination and evaluation system, including evaluation index, acceptance method and rewards and punishment mechanism, for heat metering and energy efficiency retrofit of existing residential buildings in northern heating areas.

On Project Startup Meeting we proposed to set out series of methods, such as expert consultation, field research, colloquia etc., and analyzes provinces, regions and cities attaining prominent effect, such as Heilongjiang, Liaoning, Inner Mongolia Autonomous Region and Tianjin etc., and then carrie out examination and evaluation system in terms of policy mechanism, financing mode and technical measures. Effect Evaluation Analysis introduces implementation situation in terms of effect, organizational mechanism, operation mode, technical methods etc. in “the 11th Five-Year Plan” period and reflects significance for energy saving and emission reductions, heating efficiency, livelihood improvement and related industry development etc.. Thisreportputs forward some suggestionstosolve problems existing in management, financing mechanism, technical support and evaluation system. Policy Mechanism Evaluation Indexes Analysis analyzes policy mechanism in term of security, supporting and implementation, introduces the local policy and implementation for example Heilongjiang, Shandong and Liaoning, sets up fuzzy comprehensive indexes, determines corresponding grading and weighting and gets fuzzy comprehensive result and examines policy mechanism finally. Financing Mode Evaluation Indexes Analysis analyzesfinancing mode in term of diversity, efficiency, performance and policy, sets up multi-level fuzzy indexes, determines corresponding grading and weighting, gets fuzzy comprehensive result and examines financing mode finally and illustrates the financing model of energy-saving transformation in Germany and Tangshan. Technical Measures Evaluation Indexes Analysis analyzes technical measures in term of building envelope, heat metering, heat source and pipeline network, retrofit performance, technical standards and users’ benefit, sets up evaluation system using AHP, determines corresponding grading and weighting and gets comprehensive result and examines technical measures finally. The analysis results show, considering these three aspects from the lower contribution rate of building energy consumption, improving the indoor thermal comfort and reducing the pollution of environment, the importance of heat source and heat balance of pipe network transformation is significantly higher than the importance of building enclosure structure energy saving renovation and building indoor heating system heat measurement and temperature regulation & control transformation. Comprehensive Examination Evaluation System builds a comprehensive analysis system in terms of policy mechanism, financing mode and technical measures, and derives first, second and third grade indexes, determines corresponding grading and weighting by multi-level fuzzy expert evaluation method and gets comprehensive system finally. Acceptance Method Research clarifies the necessity of revising acceptance method, provides suggestions for existing method and forms revised one, and designs tables for government officials at all levels. Rewards and Punishment Mechanism Research promotes smoothly the residential building energy saving transformation and the heating system reform, especially in the social public lower enthusiasm of the existing residential building energy-saving transformation. The government should use all kinds of economic means to motivate and encourage positivity of the relevant stakeholders participate in energy-saving transformation, protocols are wards and punishment method suiting for current situation. Combining with point test in evaluation system, it is divided into five grades. It rules rewards or punishment should be taken based on point for project hosts and grades.
