Evaluation of Current Charging Infrastructure for Electric Commercial Vehicles and 2035 Development Goals and Implementation Path in China

In September 2023, with the support of Energy Foundation China, Automotive Data of China Company and State Grid Smart Internet of Vehicles Company released this research report evaluating China’s existing charging infrastructure for electric commercial vehicles and proposing their 2035 development goals and an implementation pathway toward the goals.

Compared with passenger cars, research on battery charging and swapping infrastructure for commercial vehicles has been limited. It is obvious that commercial vehicles—with their complicated application scenarios, high power consumption, and long driving mileage—have a higher requirement on charging infrastructure. This study was designed to focus on ensuring reliable charging for commercial vehicles. The report first reviews the current status of commercial vehicle charging and swapping standards, station operations, and related policies in China and other parts of the world, before it predicts future charging and swapping needs based on electric commercial vehicle development scenarios. On top of this, the report analyzes the cost, technical feasibility, and power load of future charging and swapping infrastructure.

The report also proposes a roadmap and policy recommendations for the development of electric commercial vehicle charging infrastructure from the perspectives of charging network planning, scenario planning, platform operation, standard system, financial service, and charging price regulation.
