An Evaluation of Plug-In Hybrid Electric Vehicles in Shanghai and Policy Recommendations for the 14th Five-Year Plan Period

In July 2021, Shanghai Electric Vehicle Public Data Collecting, Monitoring, and Research Center released this report reviewing how plug-in hybrid electric vehicles (PHEVs) perform in the city. The research was conducted with support from Energy Foundation China.

The report first examines the volume and mix of Shanghai’s new energy vehicle market, which covers battery electric vehicles, PHEVs, and fuel cell vehicles in China. Then it zooms in on how PHEVs are used and as a reslut how much carbon dioxide is emitted, through analysis of travel and charging behavior in different scenarios. The authors hope the report would help provide technical support to Shanghai’s future policy for new energy vehicles and to the design of a carbon peaking pathway for the city’s transportation sector.
