The United States has had a variety of programs to encourage improved energy efficiency in residential and commercial buildings for about 40 years. This report summarizes many of the major efforts.

Development goals, main work subjects and guarantee measures for energy conservation work of civil buildings in Beijing are formulated by Energy Conservation Plan for Civil Buildings in Beijing during the 12th Five-Year Plan Period issued in 2011. With important change in work situation of building energy conservation, the demand on thought of building energy efficiency during 13th Five-Year plan is increased increasingly, the potential study on building energy conservation until 2020 is required to be developed urgently in order to provide the reference for further establishing medium and long-term building energy conservation plan.

Through series of methods, such as expert consultation, field research, colloquia etc., and combining with theoretical analysis, this report analyzes some provinces, regions and cities attaining prominent effect. This report carries out examination and evaluation methods for policy mechanism, financing mode and technical measures, and then sets up a thorough examination and evaluation system. Combining with experience and lessons of acceptance work during “the 11th Five-Year Plan” period, this report improves the acceptance method and sets up rewards and punishment mechanism considering examination and evaluation system and acceptance method.

According to the requirements of Energy Saving and Low Carbon Action Implementation Program in Top-10,000 Enterprises, setting up assessment program, improving the energy utilization status report system and bringing forward policies fit of energy management system for Hotels, Restaurants, Commercial Enterprises and Schools, so that Providing references for the setup of relevant government policies.
