在“双碳”目标下，电力部门作为最大的碳排放来源以及支撑终端电气化发展的重要行业，需实现以化石能源为主向可再生能源为主的电力系统转型。煤电作为典型的碳密集型行业，从排放占比和减排潜力来看，实现低碳转型是我国在2060年前力争实现碳中和的关键点。

近日，国家发改委印发《“十四五”生物经济发展规划》，这是我国首部生物经济五年规划，其中提到，开展新型生物质能技术研发与培育，推动化石能源向绿色低碳可再生能源转型；要培育壮大生物经济支柱产业，推动生物能源产业发展；要有序发展生物质发电，推动向热电联产转型升级。

“十三五”以来，在政策措施的有力推动下，我国北方清洁取暖和散煤治理工作取得积极成效，农村空气质量得到明显改善。

In April 2023, the Coal Transition Task Force at Energy Foundation China (EF China) held a webinar about the future of coal power in China, as the country stives to secure its energy supply and achieve the carbon peaking and neutrality targets at the same time.

In July 2022, with the support of Energy Foundation China, the Chinese Academy for Environmental Planning released this report analyzing possible incentive policies for new investment and financing tools for clean heating and presenting a few cases that use those tools.

In November 2021, with support from Energy Foundation China, Suzhou Institute of Building Science Group completed this report studying how to use green finance to promote green buildings in cities.
