Scott Vaughan is a Senior Fellow with the International Institute of Sustainable Development (IISD). Previously, he has been IISD President and CEO, Canada’s federal Commissioner of the Environment and Sustainable Development; Director of the Department of Sustainable Development, Organization of American States (OAS); Visiting Scholar, Carnegie Endowment for International Peace; Counsellor, World Trade Organization (WTO), Head of Economics and Trade, NAFTA Environment Commission. At UNEP, Scott launched both UNEP FI and its trade and environment work as a policy advisor to the UNEP Executive Director.

Recent affiliations include the Panel of Senior Advisors to the Auditor General of Canada. Recent publications include Climate, Trade and Interoperability (TESS, April 2025), and Article 6 International Carbon Markets (Illuminem, February 2025).
