The Director is responsible for developing and updating the taskforce strategies and its Master Plan, cultivating funders and managing a grants portfolio to achieve the taskforce goals.

At the strategic level, the Director is responsible for on developing coal transition strategy and updating it periodically as per the changes of funder interests and EFC’s internal strategy adjustment. She/he will also lead the engagement with internal programs and key external stakeholders to incubate new ideas and provide guidance on program strategies and work plans that contribute to the Coal Transition taskforce. In the long term, he/she will manage budget and grants, represent the taskforce internally and externally, interact with individual grantees, and supervise team members as needed. The Director’s responsibilities are categorized as: Strategy Cycle, Fundraising, Grants and Projects Management, Collaborations, Partnership and General Management. In addition, the Director will collaborate with other program directors and teams, coordinate with and support the office-wide cross-cutting taskforces, and serve the field as needed.

The Coal Transition is overseen by the Vice President, Programs (VPP). The Director reports to the VPP, and once onboard, she/he will take the responsibility to build the taskforce team and be responsible for its management.


Strategy Cycle

  • Develop and update taskforce strategies and its Master Plan that are in alignment with EFC vision, drawing on expertise within the organization and the greater network of grantees, funders and advisors; review and refresh taskforce strategies on a regular basis according to the field trend;
  • Develop and update logic models annually to guide strategies implementation in response to the field dynamics;
  • Propose budget with clear prioritization in line with taskforce strategies;
  • Continuously seek opportunities to expand knowledge and experience in building domain expertise to ensure the thought leadership in the field.


  • Collaborate with new and existing funding partners to build a coordinated approach to the work to meet taskforce goals;
  • Cultivate new funders and resources by proactively communicating strategies and negotiating agreements in mutually beneficial ways;
  • Actively engage existing partners in the cultivation and engagement of potential partners to build resources for EFC and the field;
  • Develop, review, and coordinate the submission of proposals and reports in coordination with Strategic Partnerships team; 
  • Report and update funders on progress of coal related grants and projects and actively seek feedback and engagement. Proactively communicate changes in strategic direction or changes in agreed upon goals and objectives;
  • Engage funders and potential funders with materials to support engagement such as newsletters, policy analysis, partner updates and invitations to conferences/workshops and study tours.

Grants and Projects Management

  • Manage budget, develop an attainable spending plan that supports the implementation of the strategies and the Master Plan;
  • Identify and select grantees/partners, design project plans with grantees/partners to assure project goals and deliverables are in line with goals and strategies;
  • Oversee grant making process, review grants applications, and approve grants in EFC’s grants management system timely;
  • Monitor project progress, provide on-going support to grantees to ensure desirable deliverables and outcomes;
  • Conduct grant-level evaluations annually and make adjustments accordingly to improve project effectiveness and efficiency;
  • Support grant auditing and assure full compliance with EFC policies and regulations both in China and in the US.


  • Coordinate with other programs on sector and taskforce related activities, and support other programs as needed;
  • Proactively identify opportunities for cross-sector program collaboration, and work closely with related programs to deliver the impact;
  • Advance office-wide collaborative program strategies; contribute to collaborative projects/activities either as leading team or as the participant team;
  • Work closely with Communications team to effectively communicate the taskforce related messages to various stakeholders;
  • Share knowledge, expertise, critical information and networks with other colleagues.


  • Identify and cultivate valuable partners to maximize synergy, including grantees, policy makers, opinion leaders, funding partners, commercial partners and other experts or leaders in the field;
  • Build and maintain trust and relationships with partners for better collaboration;
  • Share knowledge, expertise, critical information and networks with partners to increase support and demonstrate shared purpose, leveraging all kinds of channels, including newsletter, meetings and conferences, informal communications;
  • Provide thought leadership and/or support to partners in the field with the shared purpose of growing the field.     

General Management

  • Design team structure, build the taskforce team, and manage the team to fulfill the organization and taskforce goals;
  • Provide managerial supervision and demonstrate leadership on talent selection, on-the-job coaching, training, professional development and performance management to team members;
  • Foster team spirit and a learning atmosphere within the team;
  • Budget and manage G&A expenses for the taskforce;  
  • Prepare reporting materials, such as the updates, reports and work plan to the board and regulators;
  • Undertake additional tasks and responsibilities as assigned by Vice President, Program;
  • Back up other colleagues as needed.

  • Education: Master’s degree or equivalent, preferably in a related field: energy economics, environmental policies and economics, power system or other related majors.
  • Working Experience: Over 8 years of related working experience in the areas of coal, power and renewable energy, low carbon energy transition, and climate change. Experiences in program management, policy research and communications preferred.
  • Language Level: Chinese native speaker; excellent command of spoken and written English, communicates in English effectively in public, with deep understandings on western cultures.
  • Communication and Coordination Skills – communicates logically and articulates key messages/points with clear structure, listens actively, is able to sense and take care of audience’s emotion and unspoken views, finds interactions for all parties to achieve win-win and presents audience’s benefits clearly, synthesizes different views to develop integrated messages.
  • Problem Solving – is able to define and prioritizes key issues, makes analysis with logical reasoning, utilizes and synergizes various resources to summarize and find solutions, determine the best solution in a holistic approach.
