Finance Director

SUMMARY:

Finance Director contributes to the overall success of the organization by effectively managing all required financial tasks for the organization. This position is responsible for finance management and reporting, grant/FIP management, auditing, payroll preparation and administration, budget preparation and control, and managing a team to ensure the financial activities in line with the legislative requirements in both China and the U.S., as well as the need of Energy Foundation China (EFC)’s internal management. The ideal candidate has finance and accounting experiences in the iNGO sector.

ESSENTIAL DUTIES & RESPONSIBILITIES

Finance Management and Reporting

  • Develop and implement financial policies and procedures, ensure compliance to meet all statutory requirements including Charity Law, iNGO Law, taxation laws, foreign exchange policy, as well as the need of internal management, keep up with a changing regulatory environment, field trends, and technology
  • Develop and maintain systems of internal controls for the organization
  • Review, analyze, validate, provide feedback and report on financial statements and forecasts
  • Oversee the cashflow management for the organization
  • Collaborate with the U.S. Finance Director as appropriate

Grant/FIP Management

  • Oversee the payment and the financial records in FLUXX, the grants management system, in accordance with grant management policies
  • Manage the Finance team to provide accurate and timely reporting on the financial activities of individual grant/FIP, in accordance with grant management policy to meet the needs of various stakeholders.
  • Guide finance team to provide support to Chinese grantees, to the extent requested by the program staff, so that Chinese grantees meet their financial obligations to EFC
  • Work with the other programs to ensure programmatic success through analysis support and compliance with all contractual and programmatic requirements
  • Work with US Finance Director on funder budget and report as needed

Auditing

  • Lead the annual audit of MPS by supervising reports preparation, reviewing the reports to be delivered, and checking audit report for any discrepancy, communicating with auditor when necessary
  • Coordinate the annual audit from the U.S. auditor, review the work report for any discrepancy, communicating with auditor when necessary
  • Manage the grant audit including preparing audit schedules, communicating with program staff and auditors, reviewing audit reports for any discrepancy, and developing concrete plans for implementing recommendations from auditor
  • Respond to other external audits or inquiry from stakeholders when necessary

Payroll Management

  • Oversee all payroll functions and the social benefits payment to ensure that staff are paid in a timely and accurate manner
  • Oversee individual income tax reporting process, according to the tax regulations and policies.

Budget Management

  • Plan, direct, and control the organization’s annual G&A budget
  • Oversee the annual G&A budget preparation and management for Finance Department
  • Provide budget analysis for purpose of cost control based on the organizational needs

General Management

  • Design Finance team structure, work allocation and working flow to fulfill the department goals
  • Provide managerial supervision and demonstrate leadership on talent selection, on-the-job coaching, training, professional development and performance management to team members, foster team spirit and a learning atmosphere within the team
  • Provide finance related inputs and advice to other teams, e.g. grant management related policies, staff’s performance management system
  • Liaise with regulators, tax authorities and NGO counterparts to monitor the changes of legislative environment and ensure the organization is fully aware of and prepared for the potential risks from financial management perspective
  • Provide guidance to the Finance team members to deliver trainings to staff on accounting procedures, reporting requirements, and budgeting skills as needed
  • Keep the Management Team abreast of the organization's financial status  
  • Undertake additional tasks and responsibilities as assigned by COO
  • Back up other colleagues as needed

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

  • Education: Master’s degree in Accounting, Finance, or other related majors.
  • Accounting qualification: CPA ACCA preferred
  • Working experience: minimum 15 years of related working experiences in the areas of accounting and finance, with supervisory experience. Experience in NGO is preferred.
  • Language level: proficiency in written and spoken English and Chinese.
  • Process management: demonstrate awareness of entire process leading to expected result, carry out a systematic course of action to ensure successful delivery or end-products, determine priorities and allocates time and resources effectively.
  • Communication: ability to communicate logically and articulate key messages/points with clear structure and fact-based supporting arguments, listen actively to audience’s purpose, and communicate effectively in public, is able to sense and take care of audience’s emotion and unspoken views to align with them.
  • Problem solving: ability to define and prioritize the key issues when facing complex situations, make analysis with logical reasoning, propose possible solutions and resolve some complicated issues independently, determine the best solution in a holistic approach.
  • Service orientation: delicate to meet the expectations and requirements of other colleagues in line with organization goal, understand other's needs with empathy, and show consideration, act with can-do attitude and go extra miles in providing services to others.
