Program Officer, Low Carbon Cities

Ms. Yuanling Zhang is a Program Officer of the Low Carbon Cities Program, The Energy Foundation. Her work focuses on policy and technical research in the buildings sector, grant portfolio design and management, and advancing pilots on zero‑carbon buildings and building electrification. She works with partners to identify replicable low‑carbon transition pathways and support the implementation of related policies and projects. Prior to joining the Foundation, Ms. ZHANG accumulated extensive consulting and project management experience in sustainable cities and buildings. She worked on multiple projects related to zero-carbon industrial parks, building energy efficiency, and integrated energy systems planning, taking the lead in target setting, technical pathway design, end to end project management, and coordination among diverse stakeholders to ensure effective project delivery.

Ms. ZHANG holds a Bachelor’s degree in Architecture from Tsinghua University.
