Research Fellow, International Climate Affairs

As Research Fellow, International Climate Affairs, Mr. Dong Yue supports the President and Chief of Staff on strategy and analysis related to international energy and climate affairs, including international climate action, multilateral climate governance, and international stakeholders cooperation and dialogue.

Prior to joining Energy Foundation China in May 2019, Mr. Dong was Deputy Head of Unit for Carbon Markets in the Department of Climate Change of the French Ministry for the Ecological and Inclusive Transition, where he was in charge of the European negotiations on the European Union Emission Trading Scheme (EU ETS) and of French climate policies related to the industry. He took part in drafting the European climate legislation on the EU ETS, the French national low-carbon strategy of 2018, and other French climate legislations. His interests lie in international climate cooperation, market-based mechanisms, carbon pricing, economic and behavioral incentives, energy and industry decarbonization, and assessment of socio-economic impacts of climate policies.

Mr. Dong holds a Ph.D. in Astrophysics, a Master’s degree in Physics, and majored in Mathematics, Physics, and Economics, all from Ecole Polytechnique in Paris, France.
