On December 24, 2021, The Counselors Office of Beijing Municipal People’s Government and Energy Foundation China (EF China) held a signing ceremony for a three-year memorandum of understanding (MOU) between the two parties. Zou Ji, CEO and President of EF China, and Li Xin, Director of The Counselors Office signed the MOU for 2021–2024.

Through technical research, sectoral and thematic analyses, international exchanges, and dissemination by project implementing organizations, the two parties will cooperate on topics including Beijing’s energy, transportation, buildings, and environmental protection sectors, emerging strategic industries, integrated development of the Beijing-Tianjin-Hebei region, and other related themes. The cooperation aims to help Beijing accelerate its low carbon economic transition, achieve carbon neutrality early, and present the capital city’s low carbon development stories.

Ms. Li said that the two sides should design concrete cooperation projects within the framework of this MOU. She hoped the cooperation would promote the deployment of renewable energy in Beijing and the Beijing-Tianjin-Hebei region, help Beijing achieve the goal of carbon neutrality earlier, and provide Beijing’s experience as reference for more cities and regions.

In view of Beijing’s unique role in China, Professor Zou expected the cooperation would lead to a series of research projects, pilots, and emerging business models in the field of low carbon development. Beijing’s experience could be scaled up in Northern China and across the country, and EF China would love to facilitate the sharing of low carbon development experience and other cooperation programs among Beijing and other international cities, he said.
