A Green Power Purchasing and Trading Mechanism for Beijing

 In January 2023, with the support of Energy Foundation China, Beijing NengApp Technology Co., Ltd released this report proposing policy suggestions that can facilitate green power purchasing and trading in Beijing.

The capital city is short of local green power resources, while other regions are hesitant to sell their green electricity here. Facing an unclear accounting method for green electricity certificates, among other challenges, Beijing customers do not show high willing to purchase green power. This report first analyzes the Beijing-Tianjin-Tangshan and North China power grids that Beijing is connecting to, the city’s renewable energy potentials, and its current green power trading practices. After comparing the typical green power cases of the 2022 Winter Olympics and in other provinces in China, the report provides policy recommendations on how Beijing can boost its green power procurement, specifically from the perspective of policies for local and cross-region green power trading and for green certificates trading. The report also analyzes the feasibility of linking electricity and carbon markets and of internationally recognized green power consumption certificates.

The report has been shared with government agencies and electricity market operators and researchers in Beijing, including the Beijing Power Exchange Center, Capital Power Exchange Center, and China Renewable Energy Engineering Institute, who are drafting Beijing’s green power trading policies that aim at a long-term, market-oriented mechanism for green energy production and consumption in the metropolis of 20 million people.
