Power Sector Decarbonization in Northwest China: Shaanxi Province’s 2021–2030 Transition Pathway

In August 2022, with the support of Energy Foundation China, the Rocky Mountain Institute released this report in Beijing analyzing the pathway China can take to decarbonize the power sector in its coal-producing Northwestern provinces. The report is focused on how Shaanxi, as the province with the highest installed coal power capacity in Northwest China, can accelerate its transition toward new power systems by 2030. The authors suggest more solar and wind power, energy storage, higher flexibility of power systems, phasedown of coal power capacity, better inter-provincial electricity trade and transmission, and industrial structure optimization to increase Shaanxi’s clean power ratio to 43 percent by 2030, from 35 percent in 2021. They hope these holistic solutions for Shaanxi can be helpful for other regions in China or other countries, as they decarbonize their power sector.
