California’s Low Carbon Fuel Standard and Its Feasibility for China

In October 2021, the Innovation Center for Energy and Transportation released this report introducing California’s Low Carbon Fuel Standard and analyzing whether and how it can be learned by China. The research was conducted with support from Energy Foundation China.

The report explains how California’s Low Carbon Fuel Standard has reduced the state’s GHG emissions since it first came out in 2009 and how its revisions in 2011, 2015, and 2018 have helped maximize the reductions. In the second half of the report, it analyzes the problems China might face in introducing similar low carbon fuel policies, such as insufficient supply of such fuel and a lack of standard and incentives, before it proposes to build a low carbon fuel policy system for China that can coordinate with the country’s electrification strategy as China decarbonizes its fast growing transportation sector.
