Job Title: Program Director, Low Carbon Economic Growth (LCEG)

Reports To: Vice President, Program (VPP)
Low Carbon Economic Growth Program (hereafter “LCEG”) is committed to assisting China to realize a green economic growth transition by supporting the following activities, including: 1) Support research on the mid- and long-term strategies, policies, and technological paths of a green and low-carbon transition, especially comprehensive scenario analyses that encompass energy, environment, economy and climate change considerations, and the development of analytical tools for these analyses; Support China’s bilateral climate change dialogues with the US, EU, India, and other strategic regions to leverage China’s green leadership in sustainable strategies; 2) Support research on green financing and green pricing that provides education and analysis for an economic system that creates a level playing field for clean energy and facilitates a green and low-carbon transition; and 3) Support the mainstreaming of a green and low-carbon transition in economic policymaking, research, and policy implementation; and assist local governments to develop low-carbon green economic transition plans and carbon emissions peaking plans.
The Program Director (PD) is responsible for leading LCEG program team to identify strategies and manage a grants portfolio to achieve the program’s goals. This person will manage budget and grants, represent the program internally and externally, interface with individual grantees, and supervise program staff. The PD will work with a program team that may include Program Officers and Program Associates; and collaborates with other program directors and teams. PD’s responsibilities are categorized as: Strategy Cycle, Fundraising, Grants and Projects Management, Collaborations, Partnership and General Management. The ideal candidate is preferred to have a background of economics or environmental economics plus China government policy experience. Experiences in NGOs would be a plus.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Develop and evolve program strategies that are in alignment with EFC vision, drawing on expertise within the organization and the greater network of grantees, funders and advisors;
- Develop and update logic models annually to guide program strategies implementation in response to the field dynamics;
- Propose program budget by initiatives with clear prioritization in line with program strategies;
- Review and refresh program strategies on a regular basis according to the field trend;
- Continuously seek opportunities to expand knowledge and experience in building domain expertise to ensure the thought leadership in the field.
- Collaborate with new and existing funding partners to build a coordinated approach to the work to meet program goals;
- Cultivate new funders and resources by proactively communicating strategies and negotiating agreements in mutually beneficial ways;
- Actively engage existing partners in the cultivation and engagement of potential partners to build resources for EFC and the field;
- Develop, review, and coordinate the submission of proposals and reports in coordination with SF office;
- Report and update funders on progress of related grants and projects and actively seek feedback and engagement. Proactively communicate changes in strategic direction or changes in agreed upon goals and objectives;
- Engage funders and potential funders with materials to support engagement such as newsletters, policy analysis, partner updates and invitations to conferences/workshops and study tours.
Grants and Projects Management
- Manage program budget, develop an attainable spending plan that supports the implementation of program strategy;
- Identify and select grantees/partners, design project plans with grantees/partners to assure project goals and deliverables are in line with program goals and strategies;
- Oversee grant making process, review grants applications, and approve grants in EFC’s grants management system timely;
- Monitor project progress with support from Program Officers/Program Associates, provide on-going support to grantees to ensure desirable deliverables and outcomes;
- Conduct grant-level evaluations annually and make adjustments accordingly to improve project effectiveness and efficiency;
- Support grant auditing and assure full compliance with EFC policies and regulations both in China and in the US.
- Proactively identify opportunities for cross-sector program collaboration, and work closely with related programs to deliver the impact;
- Advance collaborative program strategies by working closely with the VP Program; contribute to collaborative projects/activities either as leading program team or as the participant team;
- Work closely with Communications team to effectively communicate the program related messages to various stakeholders;
- Share knowledge, expertise, critical information and networks with other staff.
- Identify and cultivate valuable partners to maximize synergy, including grantees, policy makers, opinion leaders, funding partners, commercial partners and other experts or leaders in the field;
- Build and maintain trust and relationships with partners for better collaboration;
- Share knowledge, expertise, critical information and networks with partners to increase support and demonstrate shared purpose, leveraging all kinds of channels, including newsletter, meetings and conferences, informal communications;
- Provide thought leadership and/or support to partners in the field with the shared purpose of growing the field.
- Design program team structure, work allocation and working flow to fulfill program goals;
- Provide managerial supervision and demonstrate leadership on talent selection, on-the-job coaching, training, professional development and performance management to team members;
- Foster team spirit and a learning atmosphere within the team;
- Budget and manage G&A expenses for the program;
- Prepare reporting materials, such as the program updates, reports and work plan to the board and regulators;
- Back up other colleagues as needed.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES
- Master’s degree or equivalent, preferably in a related field: economics, environmental economics, environmental science, energy, etc.
- Deep interest and knowledge in climate issues, low carbon field, environments, and policy research.
- About 10-15 years of related working experience; Experiences in program management, program evaluation, and communication strongly preferred.
- Analysis & Judgment – synthesizes complex or diverse information, and demonstrates the ability to make timely decisions that exhibit sound and accurate judgment.
- Strategic Thinking – understands the field landscape and is able to anticipate the future scenarios with big-picture thinking, be able to prioritize and make trade offs based on possible resources.
- Planning and Organizing – prioritizes work activities, uses time efficiently, develops realistic action plans, resolves conflicting priorities and delivers work on time.
- Communication skills - a local Chinese with excellent English writing and speaking skills. Native English speakers with a certain level of China experience and Chinese language skills will also be considered; makes effective presentations on complex topics to internal and external stakeholders, speaks clearly and persuasively in positive or negative situations and conduct effective meetings; writes clear and compelling documents for internal and external consumption.
