Senior Chinese Official Visits the Energy Foundation
On May 5, Vice Chairman XIE Zhenhua of the National Development and Reform Commission (NDRC) honored the Energy Foundation with a visit during his brief stay in the Bay Area for the Second US-China Energy Efficiency Forum hosted by US DOE, NDRC, and the Lawrence Berkeley National Laboratory (May 5-6).
Vice Chairman Xie enjoys full ministerial ranking in the Chinese official rank and file, and ranks second in the NDRC after Chairman ZHANG Ping. The National Development and Reform Commission, formerly State Planning Commission and State Development Planning Commission, is a macroeconomic management agency under the Chinese State Council,
which has broad policy, planning, and administrative control over the Chinese economy. Amongst other responsibilities, Mr. Xie is responsible for the Department of Resource Conservation and Environmental Protection and the Department of Climate Change in NDRC. He is China's chief climate negotiator. Prior to his current post, Mr. Xie was the Administrator of State Environmental Protection Administration.
Joining the Energy Foundation for the meeting were Cole Wilbur, former president of the Packard Foundation, Hal Harvey, CEO of ClimateWorks Foundation, Alan Lloyd, President of the International Council on Clean Transportation (ICCT), and Michael Walsh, Chair of the ICCT board. The participants discussed key priorities for climate and energy policy outlined in China’s 12th Five-Year-Plan such as strengthening energy efficiency in the industrial sector and the importance of sustainable urban planning in the low-carbon development strategy. Vice Chairman Xie remarked on the importance of the Energy Foundation’s and partners’ work in China and expressed a commitment to continue supporting our work in the future.
