In March 2022, with support from Energy Foundation China, the Chinese Academy of Environmental Planning and the Chengdu Academy of Environmental Protection Science jointly released this strategy report for reaching air quality standards and carbon emissions peaking in Chengdu, a bustling city of 21 million people.

This report first reviews the implementation of policies and actions related to air pollution control and decarbonization in Chengdu during the 13th Five-Year Plan period of 2016 to 2020, then analyzes the gap in achieving pollution control and carbon reduction synergies in the next five years, before it identifies the key sectors, and finally proposes future co-control measures. The authors hope this study can provide scientific evidence for Chengdu, as the city formulates its synergistic action plan for pollution and carbon reductions. They also hope it can be helpful for other cities’ con-control efforts.
