The amendment of the National Standard Design Standard for Energy Efficiency of Public Buildings (GB50189-2005) has been listed in the Plan of 2012 National Project Construction Standards Compiling and Amendment by MOHURD. CABR takes charge in the amendment. This project has investegated and survey the comliance of the standard in the past 7 years, figure out the problem and flaws for the current implementation, proposed a seriers of fundemental research to support the revision of the National Standard.

It is an important measure to promote energy efficiency and emission reduction in the way of Green building. The pollution brought by buildings accounts for one third of the total pollution in 2012, construction rubbish reaches hundreds of millions every year, domestic wastewater reaches 5.8 million cube meter produced everyday. The energy consumption ratio of construction has grew from 10% to 27.5% since 1978. If consideredthe material product and construction course, it would be more than 40% of total energy usage. Otherwise it also brings about large energy and resource consumption in building operation. Green building, Energy saving and emission reduction, can reduce building energy usage and Greenhouse gas emissions which have great significance to achieve the target of reduction 40-45% of carbon dioxide emission per GDP by 2020.

This project aims to study on M&V method of energy savings in CEM projects so as to enhance the improvement of relative standards, regulations and policies in Shanghai. It also aims to investigate the benefits sharing mode in large public building CEM projects and to share experience in Shanghai and other cities via training and workshops.

Based on sorting out various policy suggestions on PV power generation at home and abroad, the study proposed recommendations on the policy of PV power generation feed-in tariff in favor of reference for the authorities concerned.

The project fractionize and adjust the ‘Dividing region for building thermal design’ based on both climate and administrative division factors by learning the method of climatic regionalization in ASHRAE standard. Project also analyzes the impact on building energy efficiency design. There are three parts were included in the project: The comparison of regionalization’s method and index between U.S. and China, Regionalization’s method under multiple factors, Impact on building energy efficiency after climate zones changed.

The United States has had a variety of programs to encourage improved energy efficiency in residential and commercial buildings for about 40 years. This report summarizes many of the major efforts.

Development goals, main work subjects and guarantee measures for energy conservation work of civil buildings in Beijing are formulated by Energy Conservation Plan for Civil Buildings in Beijing during the 12th Five-Year Plan Period issued in 2011. With important change in work situation of building energy conservation, the demand on thought of building energy efficiency during 13th Five-Year plan is increased increasingly, the potential study on building energy conservation until 2020 is required to be developed urgently in order to provide the reference for further establishing medium and long-term building energy conservation plan.

Through series of methods, such as expert consultation, field research, colloquia etc., and combining with theoretical analysis, this report analyzes some provinces, regions and cities attaining prominent effect. This report carries out examination and evaluation methods for policy mechanism, financing mode and technical measures, and then sets up a thorough examination and evaluation system. Combining with experience and lessons of acceptance work during “the 11th Five-Year Plan” period, this report improves the acceptance method and sets up rewards and punishment mechanism considering examination and evaluation system and acceptance method.

According to the requirements of Energy Saving and Low Carbon Action Implementation Program in Top-10,000 Enterprises, setting up assessment program, improving the energy utilization status report system and bringing forward policies fit of energy management system for Hotels, Restaurants, Commercial Enterprises and Schools, so that Providing references for the setup of relevant government policies.

To carry out requirements of No.167, to seek the construction model for the green eco-cities which are featured with concepts of green, ecology and low carbon, to standardize and guide construction of the green eco-cities, and learning from the domestic and foreign experience in planning and constructing the green eco-cities, this project makes research to establish the technology guidelines for formulating the green eco-city planning (hereinafter called technology guidelines for short) which caters to the actual national conditions in China, standardizes the general planning (hereinafter called general planning for short) and the controllable detail planning (hereinafter called controllable detail planning) of the green eco-cities as well as the contents and profundity of green building planning, municipal planning and energy planning and moreover, propose policy suggestions to promote a rational and orderly development of the green eco-cities.
